The Grottoes Town Council serves as the elected governing body of the Town of Grottoes, Virginia, entrusted with shaping the community’s future through legislative and policy-making responsibilities.
Comprised of seven members—including the Mayor, who presides over meetings and casts tie-breaking votes—the Council operates under a four-year staggered term system. Council members chair and participate in various committees, such as Finance, Personnel, and Parks, Recreation, and Public Facilities, to address specific areas of municipal governance.
Regular meetings are held on the second Monday of each month at 7:00 p.m. in the Council Chambers of the Grottoes Town Hall, where they deliberate on matters ranging from public safety and infrastructure to community development and fiscal policy. Agendas are usually posted online the Thursday prior to these meetings.
Through these efforts, the Town Council plays a pivotal role in ensuring that Grottoes remains a vibrant and well-managed community for its residents.

Guidelines for Public Comment Period at Town Council Meetings
Time is provided at every regular Council meeting to speak on Town issues that are not scheduled for public hearing. Public comment will not be taken during Council workshop meetings and specially called meetings. Guidelines are as follows:
- A sign-up sheet for speaking during the public comment period will be available before the start of each meeting. Citizens may not sign up on behalf of others.
- For the comment period, each speaker is allowed three minutes, unless time is extended by the Mayor.
- Meeting attendees may not “donate” their speaking time to another person.
- All remarks should be addressed to Council as a whole.
- Speakers shall refrain from comments or behavior that involves:
- a. Disorderly speech or action; name calling or personal attacks; obscene or indecent remarks and derogatory comments on personalities
- b. Advertising or promoting the sale of products, services or private enterprises.
- c. Promoting candidates for public office.
- Any person who engages in speech or action as described in Section 5a, when such speech or action disrupts, disturbs or otherwise impedes the orderly conduct of any Council meeting, may, at the discretion of the Mayor, be asked to leave the meeting.
