How to Make a Payment
Paying your utility bill shouldn’t be a hassle—and around here, we try to make it as easy and neighborly as possible. Whether you like to stop by in person, drop a payment off on your way home, click a few buttons online, pop it in the mail, or have it all happen automatically, we’ve got an option that works for you.
Stop by and say hello
Pay in person at Town Hall Monday–Friday, 8:00 AM to 4:30 PM with cash, check, or card. We’re always happy to see you!
Use our drop box
If you’re out and about after hours, you can slip a check or money order (please, no cash) into our secure drop box by the parking lot.
Pay online
Anytime, anywhere—pay through the PSN link on our website. Please note there’s a 3% processing fee (minimum $2.95). You can also call PSN via phone if you’d rather do it that way.
Mail it in
Send a check or money order to PO Box 146, Grottoes, VA 24441. We’ll post your payment as soon as it arrives, and when it’s close to the end of a billing cycle, we do check postmarks to help ensure your payment is counted on time.
Set it and forget it
Sign up for free automatic bank drafts from your checking or savings account. Payments are processed on the 1st of every even month, so you never have to worry about missing a due date. Just give us a call or stop in to get started.
Please remember: utility bills are always due by the 5th of an even month. A 10% late payment penalty is added on the 6th of even months. Accounts not paid by the cut-off date may have services suspended and will be subject to a minimum $35 fee to restore service.
Tax accounts (real estate or personal property) are due by February 5th of each year. A 10% penalty and 10% annual interest will accrue monthly on any unpaid real estate accounts.

Visit us at Town Hall during our regular business hours:
Monday–Friday, 8:00 AM to 4:30 PM
We accept cash, check, or card payments in person. If you’d like a receipt right away, this is the best option. And we’re always glad to see our residents
Use Our Drop Box
Our secure payment drop box is located near the parking lot at Town Hall.
You can drop off a check or money order (please, no cash).
Make sure your payment is in a sealed envelope with your service address or account number written on the check or on a note inside.
Payments are collected from the box each business morning.
This option works well if you can’t make it during business hours but want your payment in right away.
Pay Online
Pay anytime, anywhere using the PSN system through the payment link on our website, or by calling (877) 885-7968.
Accepts major credit/debit cards and e-checks.
3% processing fee applies (minimum $2.95) — this fee goes directly to the payment processor, not the Town.
When paying online or by phone, you’ll need your utility account number. If you don’t have it, you can contact our office during business hours and we’re happy to look that up for you.
Be sure to select WATER/SEWER/TRASH BILL (or other appropriate category such as Taxes) to ensure your payment is credited to your account.
You can make a one-time payment or set up recurring payments within PSN if you prefer to manage them yourself.

Town Admin Staff cannot access your PSN account. If you are having issues and need assistance, please call their Customer Service number at (866) 917-7368.

Payments should be by check or money order (please, no cash).
Be sure to include your account number on the check or enclose your payment stub.
We post payments as soon as we receive them.
If it’s close to the end of a billing cycle, we do check postmarks to help ensure your payment is credited on time. However, we do not control the speed of the postal service so if it is not received by the due date you may receive a late notice. We will remove penalties based on the postmark.
Mail is a good choice if you prefer to pay early and avoid a trip to Town Hall.
