Real Estate Taxes

Due Date: Annually, by February 5
Billing Date: January 5 each year

Tax Rate: $0.10 per $100.00 of the assessed property value
Assessment: Based on property values determined by Rockingham County

Property owners in the Town of Grottoes are responsible for paying Town real estate taxes in addition to Rockingham County real estate taxes.

If your property taxes are paid through an escrow account, a copy of the bill is sent to both the escrow company and the property owner for reference.

Late Payment Penalty:

  • A 10% penalty will be applied to late payments

  • 10% annual interest will also accrue on the unpaid balance

To avoid penalties, please ensure payment is made in full by February 5.

Please note: Any payments made on delinquent accounts will be applied to the oldest outstanding balances first.

Tax Status Requests for Closings and Title Work

Title companies or closing agents seeking to confirm the status of real estate tax payments or request payment amounts for properties within the Town of Grottoes should contact our office directly.

Please email your request to our Admin & Finance Assistant. Be sure to include the PARCEL ID (example: 160D1(1)B1-1) to ensure accurate and timely processing.

What to Do If You Receive an Unpaid Tax Bill but Have an Escrow Account

If you receive a real estate tax bill but your taxes are paid through an escrow account, please forward the bill to your mortgage company as soon as possible.

They will contact the Town Office directly if any additional information is needed. In most cases, escrow companies take responsibility for any penalties or interest incurred due to a missed or late payment caused by an oversight on their part.

Vehicle License Fees

As of November 8, 2010, the Grottoes Town Council voted to eliminate the requirement for Town decals. This means decals are no longer issued or required for display on:

  • Motor vehicles

  • Motorcycles

  • Trailers

  • Semi-trailers

In place of the decal, a Motor Vehicle License Fee is now assessed annually for all vehicles garaged, stored, or regularly parked in the Town of Grottoes as of January 1st each year.

Billing Information

  • The Vehicle License Fee is included on your Personal Property Tax bill, which is due February 5th annually.

  • This fee applies to any vehicle that:

    • Requires a state license plate

    • Is normally located within the Town

Golf Cart Registration

In accordance with § 46.2-916.2 of the Code of Virginia, the Town of Grottoes allows golf carts and utility vehicles to operate on designated public roads, under specific conditions.

Where You Can Drive

  • Any public roadway with a speed limit of 25 MPH or less is designated for golf cart and utility vehicle use.

How to Register

  1. Download and complete the application [INSERT LINK TO APPLICATION].

  2. Call (540) 249-5707 to schedule a safety inspection with the Grottoes Police Department.

  3. Provide proof of insurance and pay the $25 registration fee at the Town Office.

  4. Upon completion, you’ll receive a decal valid for one year (from April 16 to April 15).
